Regulations
General Information

The purpose of the Embratel Press Award, a project by Embratel and the Rio de Janeiro Professional Journalists Union (SJPMRJ), is to recognize the work of journalists and encourage the publication of stories on Brazilian themes of interest to the public in the general media (newspaper, magazine, television, radio and the Internet). The National Federation of Journalists (Fenaj), the Photographic Reporters Association (Arfoc/RJ) and the Brazilian Press Association (ABI) support and take part in this project.

The Embratel Press Award is granted annually. Its organizing committee may alter the prize categories and introduce other modifications intended to improve it at every new version.

Only journalists with a professional registration can participate.

The prizes will be given to authors whose works, according to the Jury, represent the best contributions in accordance with the above-mentioned goals. The 2004 award will distribute the gross value of up to R$ 166.000,00 (one hundred and sixty-six thousand reais) to the following categories:

Grand Prix

Barbosa Lima Sobrinho Trophy, R$ 20.000,00 (twenty thousand reais).

National awards (* see notes)

News story (free theme) in newspapers and magazines: R$ 12.000,00 (twelve thousand reais);
News story (free theme) in TV broadcasting, R$ 12.000,00 (twelve thousand reais);
Investigative journalism, R$ 12.000,00 (work published in newspaper, magazine, radio, television or the internet) R$ 12.000,00 (twelve thousand reais);
News story (free theme) in radio broadcasting, R$ 10.000,00 (ten thousand reais);
Photographic journalism (free theme, published in newspaper, magazine or the internet), R$ 10.000,00 (ten thousand reais);
Sports article (published in newspaper, magazine, radio, television or the internet) , R$ 10.000,00 (ten thousand reais);

Telecommunications Awards (* see notes)

1 - News story on telecommunications in non-specialized newspaper, magazine or the Internet: R$ 10.000,00 (ten thousand reais);

2 - News story on the topic of telecommunications in specialized media (newspaper, including a specific and/or special section, magazine or the internet) R$ 10.000,00 (ten thousand reais).


Regional awards (* see notes)

R$ 5.000,00 (five thousand reais) for the best work in each region (North, Northeast, Southeast, Midwest and South), regardless of the media in which it appeared, totaling R$ 25.000,00 (twenty-five thousand reais) in this category.

The best regional articles will be competing automatically in the national categories, and in the Barbosa Lima Sobrinho Grand Prix as well.

Honorable Mention Awards

The jury may nominate three works for honorable mentions of R$ 3.000,00 (three thousand reais) each, totaling R$ 9.000,00 (nine thousand reais). These honorable mentions may be given to any journalistic work regardless of the media in which they appeared, and they are intended to recognize the work of the press journalists taking into account various situations such as: well-timed topic; journalist's perseverance; professional devotion; the article's uniqueness; the perfect timing of a professional facing unexpected situations such as being in the right place, in the right time; the distinguished research and/or the time spent in fulfilling the work.

The Jury may recommend that an award should not be granted in more than one category, if the registered works are not in compliance with the purpose or not suit the requirements of the Embratel Press Award.

Applications

Applications must be filled out by authors themselves on a specific form and sent to the Embratel Press Award Secretariat (Rua Evaristo da Veiga, 16/17th floor - Centro - Rio de Janeiro - RJ - CEP: 20031-040).

SJPMRJ shall certify by e-mail the receipt of applications.

Authors of articles first published between July 2003 and June 2004 will be eligible for registration.

ARTICLES PUBLISHED BEFORE JULY 2003 AND REPRODUCED IN A SECOND EDITION BETWEEN JULY 2003 AND JUNE 2004 WILL NOT BE ELIGIBLE.

THE APPLICATION DEADLINE IS JULY 2, 2004

In the event of registration by mail, the postal date of the application form will be considered for acceptance purposes.

The forms must accompany the following:

1 - a copy of the Ministry of Labor professional registration card, containing the candidate's name and registration number.

2 - 05 (five) normal size originals or 01 (one) original and 04 (four) copies (normal size) of the article(s) published in a newspaper or magazine.
For radio broadcasting stories, 5 (five) copies on a tape or CD are required.
For news stories in TV broadcasting, 5 (five) copies on VHS tapes are required.
For photographic journalism, 04 (four) copies 20cm x 25cm plus 01 (one) copy 30cm x 40cm black and white or color pictures with at least one original of the page where the work was published. For digital photos, copies in the maximum size permitted by the appropriate system will be accepted.
For Internet works, 05 (five) floppy disks or CDs.
In case of articles without signature or written under a pseudonym, the authorship will be certified in writing by the Editor or by the Chief Reporter on a letter attached to the application form.

Each author may participate in one or more categories, limited to three works or less per category, provided that it is not the same work already registered in one of the categories. The registered articles, as well as the whole material forwarded for registration purposes will not be returned. In the event of registration of more than one article by the same candidate, each article must be forwarded in a separate envelope, containing all the documentation required in compliance with the present regulations.

A specific application form must be completed for each registered article. The registration of team articles will be accepted only with an application form completed by each member of the team of professionals that took part in the work. Additionally, the registration, or the name of the story coordinator is mandatory.

Author(s) registered in Embratel Press Award will be responsible for the good origin and the originality (authenticity) of the registered article(s), and will assign to Embratel the right to publish or consent with the complete or partial publication by a third party of the registered article(s), through any medium or form, whether in Brazil or abroad, until further notice.

Embratel will exercise this right whenever said publication is aimed at disseminating the event and/or the awards and/or emphasizing the authors' contribution to solving the problems related to the topic in question. Upon their registration, the author(s) will expressly agree that no compensation for such assignment will be due to them at any time and under no circumstance whatsoever, no further authorization being required for Embratel to use the referred article(s) within the limits set forth in the present regulations.

The author(s) registered in Embratel Press Award will agree with the present regulations in their entirety, and will fully agree with any possible modifications that may be incorporated herein, provided that they are not with respect to the awarded categories and to the prizes to be distributed, and they will also respect the decisions of the Jury of the Embratel Press Award , recognizing their authority.

Embratel employees, SJPMRJ employees and officials, and the National Federation of Journalists (Fenaj) employees are not eligible candidates.

The Jury

The Jury of the Embratel Press Award will be made up of 13 (thirteen) members, as follows:
2 (two) representatives of the Rio de Janeiro Professional Journalists Union (SJPMRJ);
1 (one) representative of the National Federation of Journalists (Fenaj;
1 (one) representative of the Photographic Reporters Association (Arfoc/RJ);
1 (one) representative of the Brazilian Press Association (ABI);
8 (eight) professionals of the press.

The Chairman of the Jury will be one of the SJPMRJ representatives, who will have the power to decide in case of a draw between the candidates of any category of the Embratel Press Award.

Selection and judgment

The judgment process will have two phases:

Selection - The Embratel and SJPMRJ representatives will do the previous selection of around 10 (ten) works of each category from the works received.

During the selection of the works by the pre-selection committee, the level of presentation of the works will be strictly taken into account: they must have good printing quality (in case of copies for registration of newspaper articles in newspapers and/or magazines), good audio quality (for tapes of radio broadcasting stations), and good audio and video quality (for works of TV broadcasting stations). For the articles published on the Internet, only the CDs or floppy disks with good reproduction quality will be taken into consideration, regardless of the quality of the printed copies (5 for each article registered) sent by the author.

THE PRE-SELECTION COMMITTEE MAY RELOCATE A WORK TO ANOTHER CATEGORY NOT INDICATED IN THE APPLICATION FORM, IF IT CONSIDERS THAT THE STORY DOES NOT FIT THE CATEGORY INDICATED BY THE AUTHOR. THIS CHANGE WILL BE REPORTED TO THE CANDIDATE.

The works with poor reproduction quality that consequently cannot be carefully assessed will be eliminated during the pre-selection phase.

The judgment

Depending on the number of applications in each category, the Jury will select the 3 (three) or more finalists among the best articles in the national, international, telecommunications and regional categories. The finalists will be announced in August and September.

The winners to be chosen among the finalists will be the works that total more scores in each category. The Jury will meet at days, times and places to be previously arranged, in order to select, among the finalists, the winners in each category.

Only the members of the Jury and the coordination staff will attend the meeting.

The Jury may disqualify the works that are not in compliance with the goal of the award.

The judgment criteria, based on the present regulations, will be supplied to the Jury by the organizing entities.

The prizewinning works and authors in each category will be known during the award ceremony, expected to take place by late September of 2004, to which all finalists will be invited.

Non Contemplated Cases

Non contemplated cases will be settled by the Jury.
No challenges against the decision of the Jury will be considered.

(*)Notes

Investigative journalism (TIM LOPES Award) - Registration of investigative stories (one story or a series) will be accepted regardless of the theme and of the media in which they appeared (newspaper, magazine, radio, TV or the Internet). In this category, the organization of the Embratel Press Award may preserve the identity of the journalist(s) who wrote the story for security reasons.

The organizers of the Embratel Press Award can relocate any article registered in this category if it is not considered an investigative article, for not meeting the basic specifications of investigative journalism, i.e.: the article must be the outcome of the assessment/investigation of the reporters themselves, or of a team of journalists, and require considerable effort and dedication from the author(s) through field work. Works based on documents only (reports, lawsuits, files) transferred or supplied by a third party will not be taken into consideration. Furthermore, the relevance of the theme vis-à-vis a regional or national scenario or reality will be taken into consideration, even if the issue causes no significant impact on the big press. The consistency of the story can be proven by the outcome of the issue as well: the capacity to generate an investigation - at the police, legal or congress level - filing of lawsuit, processes, judgments, etc. In this category, if the reporter or the media for which he/she works has already published a given information at first-hand will lose relevance if another reporter takes the issue ahead in more depth, with richer information and exclusive, indisputable details.

The author of an investigative article must submit a history or a description of the entire investigative process, to be assessed by the Jury.

News articles in newspapers, magazines and photographic works - at least one original of the work published and the copies that are usually required in accordance with the Registration item hereof must be presented. In case of series of photographs, the ones published in the same issue will be taken into consideration.

Cultural article - this new category has been designed with the purpose of recognizing the journalistic work that best contributes to enhance the Brazilian culture in its various forms (literature, music, theater, cinema, dancing, etc.). The following items will be taken into account: relevance of the issue (that can be national or regional), length of the article, quality of the publication, effort made by the reporter or by the team in doing the work, etc.

Note 1: cultural supplements developing one single issue in special publications and attached to publications distributed all over the country can also be submitted under the Cultural Journalism category.

Note 2: the Cultural Journalism category will contemplate works involving stories only, and will disregard columns, cultural columns or articles based only on research material (books, files, etc.).

News story in radio broadcasting

The registration of news story in radio broadcasting stations shall meet the following characteristics:

1) only the works identified as news stories in radio news programs (general or sports topics) rather than topics developed in a non-news programs will be eligible;
2) the application form will accompany 5 (five) copies of the news stories script;
3) audio tape copies of the registered works must bear the original headline of the news story made by the news host on the day and time of its publication as well as the head of the news story made by the reporter

TV news stories The registration of news stories in TV stations (general or sports topics) shall meet the following characteristics:

1) only the works identified as news stories in TV news programs (general or sports topics) rather than topics developed in a non-news program will be eligible;
2) the application form will accompany 5 (five) copies of the news story script;
3) video tape copies (VHS or Beta) of the registered works must bear the original headline of the news story made by the news host on the day of its publication as well as the head of the news story made by the reporter;
4) the video copies must correspond to the version of the news story that went to the air, containing all the characters identifying the people interviewed by the reporter

Social Responsibility - Registration of stories focusing corporate or individual projects in the social responsibility area will be accepted regardless of the media in which they appeared (newspaper, magazine, radio, TV or the Internet). Such projects should encourage new actions toward these areas, thus bringing to specific communities and/or groups of people more benefits and social assistance (education, housing, food, health, sanitation and jobs). The stories should focus projects developed by companies, groups of citizens or individual projects intended to reduce social inequalities in Brazil.

Regional articles - this category includes published articles dealing with local and/or regional issues, within the specific region of each media, considering the states of each region: South Region (Paraná, Rio Grande do Sul and Santa Catarina); Southeast Region (Espírito Santo, Minas Gerais, Rio de Janeiro and São Paulo); Midwest Region (Federal District, Goiás, Mato Grosso and Mato Grosso do Sul); North Region (Acre, Amapá, Amazonas, Pará, Rondônia, Roraima and Tocantins); and Northeast Region (Alagoas, Bahia, Ceará, Maranhão, Paraíba, Pernambuco, Piauí, Rio Grande do Norte and Sergipe).

Foreign Correspondent Articles - The works about Brazil published in newspapers, magazines, radio and/or television stations, internet news websites abroad will be eligible, following the criteria and the specific requirements of the media in which the work appears. The same criteria of the items of the present Regulations apply to such cases. The topic of the registered article will meet the same recommendation regarding the requirement of Brazilian topics of public interest, and helping in some way to solve the problems and consequently improve the quality of life in Brazil.

Only articles written by foreign press correspondents in Brazil will be accepted.
