Regulations

General Information

The Embratel Press Award is a project of Embratel supported by the Rio de Janeiro Professional Journalists Union (SJPMRJ) and by the Rio de Janeiro Photographic and Cinematographic Reporters Association (Arfoc/RJ).

The Embratel Press Award is designed to recognize and encourage the publication of stories covering major national topics in the general media (newspaper, magazine, TV, radio and the Internet) that bring an effective contribution to social inclusion and promote the sustainable development, raising the people's awareness by showing a realistic, constructive portrait of Brazil.

The Embratel Press Award is granted on a yearly basis. Its organization staff may alter the prize categories and introduce other modifications intended to improve it at every new version.

Only journalists with a professional registration can participate.

The awards will be granted to authors of works that, in accordance with the Jury, contribute in the best way to the goals of the Embratel Press Award.

In 2008, prizes in the gross amount of R$ 166.000,00 (one hundred and sixty-six thousand reais) will be distributed in the following categories (income tax will be applicable to the gross amount of the awards):

Grand Prix

Barbosa Lima Sobrinho Trophy, R$ 20.000,00 (twenty thousand reais).

§ Information Technology, Communications and Multimedia Awards (* refer to notes)

1 - Article published in non-specialized media (newspaper, magazine or Internet): R$ 10.000,00 (ten thousand reais);

2 - Article published in specialized media (newspaper including specialized and/or special section, magazine or Internet): R$ 10.000,00 (ten thousand reais);

Regional Awards (* refer to notes)

A R$ 5.000,00 (five thousand reais) prize will be awarded to author(s) of the best work of each region (North, Northeast, Southeast, Midwest and South), regardless of the media in which it appeared. The total prize of this category amounts to R$ 25.000,00 (twenty five thousand reais).

The best regional works will be automatically nominated for the national categories, according with the media where they appeared, and will be eligible for the Barbosa Lima Sobrinho Grand Prix as well, provided that the author of the selected work has not registered any other work in these same national categories

The Jury may recommend that an award be not granted in one or more categories, if the registered works are not deemed to meet the goals or fulfill the requirements of the Embratel Press Award. They may also add new categories and replace the current categories by others considering the relevance of the themes in conformity with the key purposes of the project.

Applications

The applications must be completed by authors themselves on a specific form and sent to the Embratel Press Award Secretariat at:

1) Authors of articles first published between August 2007 and May 2008 will be eligible for application.

2) Articles published before August 2007 and reproduced in a second edition between August 2007 and May 2008 will not be eligible for application.

3) In case of articles with no signature or written under a pen name, the authorship will be certified in writing by the Editor or by the Chief Reporter on a letter attached to the application form.

4) The application deadline is June 20, 2008.

5) The Embratel Press Award Secretariat will confirm the receipt of the applications by e-mail.

6) In the event of applications sent by mail, the postal date of the application form will be considered for acceptance purposes.

7) The forms must accompany the following items:

a) a copy of the Ministry of Labor and Employment professional registration card, containing the candidate's name and registration number;

b) 05 (five) normal size originals or 01 (one) original and 04 (four) copies (normal size) of the article(s) published in a newspaper or magazine;

c) For radio broadcasting stories, 5 (five) copies on a tape or CD are required;

d) For news stories in TV broadcasting, 5 (five) copies on VHS tape or DVD are required

e) For photographic works, 04 (four) copies of the photos - 20cm x 25cm plus 01 (one) copy 30cm x 40cm black and white or color - with at least one original of the page where the work was published are required. For digital photos, copies in the maximum size permitted by the appropriate system will be accepted;

f) For news article in motion picture or best image of news article in TV broadcasting, 5 (five) copies on VHS tapes or DVD with the aired story containing the registered images are required;

g) For Internet works, 5 (five) floppy disks or 5 (five) CD Rom copies, and hard copies of the story (5 for each registered work are required.

8) Each author can participate in one or more categories, limited to three works or less per category, provided that it is not the same work already registered in one of the categories. The registered articles, as well as the whole material forwarded for registration purposes will not be returned. In the event of registration of more than one article by the same candidate, each article must be forwarded in a separate envelope, containing all the documentation required in compliance with the present regulations. A specific application form must be completed for each registered work.

9) The application of team articles will be accepted only with an application form completed by each member of the team of professionals that took part in the work. Additionally, the application, or the name of the story coordinator is mandatory.

10) Author(s) registered in the Embratel Press Award will be responsible for the origin and the genuineness (authenticity) of the registered article(s), and will assign to Embratel the right to publish or consent with the total or partial publication by a third party of the registered article(s), through any media or form, whether in Brazil or abroad, until further notice.

11) Embratel will exercise this right when said publication is aimed at disseminating the event and/or the awards and/or emphasizing the authors' contribution to solving the problems related to the topic in question. Upon their registration, the author(s) will expressly agree that no compensation for such assignment will be due to them at any time and under no circumstance whatsoever, no further authorization being required for Embratel to use the referred article(s) within the limits set forth in the present regulations.

12) The employees of Embratel, the employees and officials of SJPMRJ, of Arfoc/RJ and of the National Federation of Journalists (Fenaj) are not eligible candidates to the Embratel Press Award.

13) The author(s) registered in the Embratel Press Award agree with the present regulations in their entirety, and fully agree with any possible modifications that may be incorporated herein, provided that such modifications are not with respect to the awarding categories and to the prizes granted to winners, and they will also abide by the decisions of the Jury of the Embratel Press Award, and recognize their authority.

The Jury

1) The Jury of the Embratel Press Award will be made up of 12 (twelve) members chosen among outstanding professionals of the press whose names are approved by the sponsors, organization staff and supporting entities of the project.

2) The Chairman of the Jury will be one of its members chosen during the opening meeting, and will have the power, as Chairman of the Jury, to decide in case of a draw between the candidates of any category of the Embratel Press Award.

Selection and Judgment

The judgment procedure will take place in two different stages.

Selection

1) The members of a Pre-Selection Committee appointed by the organization staff will previously select around 10 (ten) works from the articles received in each category.

2) During the selection of the works by the Pre-Selection Committee, the quality of the works will be strictly taken into account: they must have good printing quality (in case of copies for registration of newspaper articles in newspapers and/or magazines), good audio quality (for tapes of radio broadcasting stations), and good audio and video quality (for works of TV broadcasting stations). For the articles published on the Internet, only the CDs or floppy disks with good reproduction quality will be taken into consideration, regardless of the hard copies (5 for each registered article) sent by the author.

3) The Pre-Selection Committee can relocate a work to another category not indicated in the application form, if it considers that the work does not fit the category indicated by the author. This change will be reported to the candidate.

4) The works with poor reproduction quality that consequently cannot be carefully assessed will be eliminated during the pre-selection phase.

Judgment

1) The Jury will select 3 (three) finalists among the best articles in the national, IT/telecommunications/multimedia and regional categories. The finalists will be announced in August (regional) and September (national and IT/communications/multimedia) of 2008.

2) The Jury can disqualify the works that are not in compliance with the goals of the award. The judgment criteria, based on the present regulations, will be supplied to the Jury by the organization staff

3) If necessary, the Jury will meet at days, times and places to be previously arranged, in order to select, among the finalists, the winners in each category. Only the members of the national Jury and the general coordinator of the Embratel Press Award will attend the meeting.

4) The National Jury will choose one winner among the finalists in each category. However, the National Jury may deem necessary to choose more than one winner in any of the categories, who will then share the prize to be paid to the winners in two equal parts.

5) The prizewinning works and authors in each category will be known during the awarding ceremony, expected to take place in October of 2008, to which all finalists will be invited.

Non provided cases

Non provided cases will be settled by the Jury. No challenges against the decision of the Jury will be considered.

(*)Notes:

Investigative Journalism (TIM LOPES Trophy) - Applications of investigative stories (one story or a series) will be accepted regardless of the theme and of the media in which they appeared (newspaper, magazine, radio, TV or the Internet). In this category, the organization staff of the Embratel Press Award can preserve the identity of the journalist(s) who wrote the story for security reasons.

1) The organization staff of the Embratel Press Award can relocate any article registered in this category if it is not considered an investigative article, for not meeting the basic specifications of investigative journalism, i.e.: the article must be the outcome of the assessment/investigation of the reporters themselves, or of a team of journalists, and require considerable effort and dedication from the author(s) including field work.

2) Works based on documents only (reports, lawsuits, files) transferred or supplied by a third party will not be taken into consideration. Furthermore, the relevance of the theme vis-à-vis a regional or national scenario or reality will be taken into consideration, even if the issue causes no significant impact on the big press.

3) The consistency of the story can be proven by the outcome of the issue as well: the capacity to generate an investigation - at the police, legal or congress level - filing of lawsuit, processes, judgments, etc. In this category, the first-hand publication of a given information by the reporter or by the media for which he works will lose its relevance if another reporter takes the issue ahead in more depth, with richer information and exclusive, indisputable details.

The author of an investigative article must submit the history or description of the entire investigative process, to be assessed by the Jury

News articles in newspapers, magazines and photography/cinematography works - at least one original copy of the work published and the copies that are usually required in accordance with the Registration item hereof must be produced. In case of a series of photographs, the pictures published in the same edition will be taken into consideration. For TV images, the images that were aired during the publication of the story will be taken into consideration.

Cultural story - this category is designed to recognize the journalistic work that best contributes to enhance the Brazilian culture in its various forms (literature, music, theater, cinema, dancing, etc.). The following items will be taken into account: relevance of the issue (national or regional), length of the article, quality of the publication, effort made by the reporter or by the team in doing the work, etc.

1) Cultural supplements developing one single issue in special editions and attached to publications distributed all over the country can also be submitted under the Cultural Journalism category.

2) The Cultural Journalism category will contemplate works involving stories only, and will disregard chronicles, cultural columns or articles based only on research material (books, files, etc.).

News story in radio broadcasting - The application of news story broadcast in radio stations must meet the following characteristics:

1) only the works identified as news stories broadcast in radio news programs (general or sports topics) rather than topics developed in a non journalistic program will be accepted;

2) the application form will accompany 5 (five) copies of the news story script;

3) audio tape or CD copies of the registered works must bear the original headline of the news story made by the news host on the day and time of its broadcasting as well as the head of the news story made by the reporter.

TV news stories (free theme) - The application of news stories broadcast in TV stations (general or sports topics) must meet the following characteristics:

1) only the works identified as news stories broadcast in TV news programs (general or sports topics) rather than topics developed in a non journalistic program will be accepted;

2) the application form will accompany 5 (five) copies of the news story script;

3) video tape (VHS or Beta) or DVD copies of the registered works must bear the original headline of the news story made by the news host on the day and time of its broadcasting as well as the head of the news story made by the reporter;

4) the video copies shall correspond to the version of the aired story, containing all the characters identifying the people interviewed by the reporter.

Socioenvironmental Article - Stories focusing individual or corporate needs and the initiatives of persons or companies in the social and environmental responsibility area related to sustainable development, regardless of the media in which they appear (newspaper, magazine, radio, TV or Internet). This category comprises stories on education, housing, food, health, sanitation and the environment.

Regional article - this category includes published articles dealing with local and/or regional issues, within the specific region of each media, considering the states of each region: South Region (Paraná, Rio Grande do Sul and Santa Catarina); Southeast Region (Espírito Santo, Minas Gerais, Rio de Janeiro and São Paulo); Midwest Region (Federal District, Goiás, Mato Grosso and Mato Grosso do Sul); North Region (Acre, Amapá, Amazonas, Pará, Rondônia, Roraima and Tocantins); and Northeast Region (Alagoas, Bahia, Ceará, Maranhão, Paraíba, Pernambuco, Piauí, Rio Grande do Norte and Sergipe).

Economy article - Designed to highlight the works on economy topics that accounted for the economic development of Brazil. The works can deal with macro or micro economy issues.

Information Technology, Communications and Multimedia Article - this category comprises articles on technologies and services - integration of communication networks, platforms and services made possible by digital convergence.
